Her, YA: another query about the Sindhi course

Although the tuition fee for the course is required for registration,
it is refundable before classes start (minus a small processing fee, I
think that is $35).

Obviously, we wouldn't want people registering and then withdrawing
but if sometimes people have a last minute constraint come up.
