UPDATE - April 9, 2001
Marchers Greeted With Batons, Tear Gas At Governor's House
161 Arrested

Today on 9th April the Police and Paramilitary Forces of Pakistan broke all their previous records of violent brutality in Karachi by using teargas shells and baton-charge on the peaceful Sindhi Long Marchers. The Police did not even spare the veteran Politician Rasul Bux Palijo a 71 year old heart patient and a renowned intellectual of South Asia and hit him with batons and shells. Women activists including 6 years old Baby Soonhan Gopang were ferociously beaten-up, their dresses were tore down and more than 109 leaders and workers of Awami Tahreek and 52 women activists of Sindhiani Tahreek (Sindhi Women's Movement) including Awami Tahreek President Rasool Bux Palijo, Vice President Dr. Aziz Talpur, Hakim Halepoto, Ganhwar Zaoonr, Piral Bhano, Rafi Leghari, Hakim Zangejo, Ms. Zarqa Halepoto, Mrs. Ponam Menghwar (along with her three months old baby girl), Ms. Kulsoom Halepoto, Ms. Saima bhano, Ms. Kareeman Palijo, Ms. Farzana Palijo, Ms. Sadia Bhano, Deedar Kandhro, Anees Leghari, Ms. Afsana Nizamani, Ms. Abida Palijo, Maryam Gopang and others were baton-charged, injured and brutally arrested by Karachi police after an unsuccessful bid to foil the Historical Protest Long March against the shortage of water in Sindh. Thousands of Policemen and Rangers leaded by SSPs of Police, Colonel of Rangers and several DSPs rounded up more than half a dozen processions near Regal Chowk, Abdullah Haroon Road, Press Club and Metrople Hotel on 21st and the final day of the Long March but could not stop them from reaching the Governor House.

The March which was organized to protest against Government's unfair distribution of water resulting worst water crisis in the history of Pakistan started at 1 pm and thousands of AT workers defied police barricades and succeeded to protest outside the Governor House. The demonstrators, who have been holding rallies in Towns of Bhit Shah, Hyderabad, Tando Muhammad Khan, Thatta and Karachi for the last 20 days against the acute water shortage created by the Government, gathered near Abdullah Haroon Road in Saddar where at 01-00 pm Party Chief Rasul Bux Palijo appeared on a Motor Bike and the emotional march started. When the SSP of Police tried to stop him The Supreme Court Lawyer Palijo encircled by thousands of his supporters argued that the government's ban on public rallies near the venue was a denial of rights guaranteed by the constitution and International Human Rights Charter. And if there is any clash or violence, the government must take responsibility as it ordered the road closed," said Mr Palijo. Then finding no other way to stop these peaceful water demanders, the Police stated baton-charge and teargas shelling. At the moment all prisoners including Mr. Palijo and women leaders are confined in Artillery, Preddy and Women Police Stations of Karachi.

This pre-planned brutality by the very government which has come into the existence in the name of "reconstruction" and the unwarranted police shelling and the preceding events as reported by International and local media calls for further investigations by the Judiciary and suspension of all the police officers who have been responsible for this violence. Addressing a emergency press conference Awami Tahreek and Sindhiani Tahreek Central Leaders Syed Alam Shah, Abrar Kazi, Muhammd Khan Bhurgri, Nazir Qureshi and Zahida Shaikh have called for Demonstrations and Hunger Strikes in the Province of Sindh and have demanded the resignation of Pakistan's Federal Home Minister and Governor of Sindh Province.

The rulers are pursuing and defending their dictatorial, anti-people and unsustainable policies in the name of law and order. All the oppressed people and Human Rights organizations must prepare against this imminent danger - Sindhi Journalists.

  • When Tajal Bewas recited his poetry and a marcher, poet and an activist of Awami Tahreek Afatb Kaloi read following lines of his poem on Long March the crowd enthusiastically chanted against the atrocities committed to Sindh:

" We Shall Overcome Some Day" and
    " Solidarity forever, Solidarity forever,
Our "bottom line" is people, let us sing and show we care,
    Let Sindh be strong!"

  • Rasul Bux Palijo in his last communique before his third arrest during the last three weeks has said, "We, the marchers and protesters express our commitment to Mother Sindh and with our life line Indus River, we express our solidarity to all ignored and downtrodden people of Pakistan and with the struggling peasants and brave women of Sindh. UPDATE - March 31, 2001
Thatta More than 70 workers and leaders of Awami Tahreek and Sindhiani Tahreek including Rasool Bux Palijo, Nazir Qureshi, Maryam Hoor Palijo, Qadir Ranto, Hakim Halepoto, Ganhwar Zaoonr, Piral Bhano, Saran Palijo, Kulsoom Halepoto, Ali Muhammad Sodho and others were baton-charged, injured and violently arrested by Thatta and Karachi police today (31st March 2001) in a bid to foil the Historical Protest Long March against the shortage of water in Sindh.

Thousands of Policemen and Rangers leaded by SSPs of Police, Majors and several DSPs rounded up the marchers on the 12th day of the long march near Sugar Mill bridge Thatta and instead of arresting them peacefully started tear-gas shells and baton charging and severely injured Dada Qadir Ranto, Azmat Halepoto, Hawa Palijo, Kulsoom Halepoto, Sajida Bahno, Four years old Siraj Palijo and others. Police also tried to attack 71 year old Party leader Rasul Bux Palijo but thousands of protesters encircled and protected him from brutal aggression of police and rangers. All these leaders and workers are presently confined in Thatta and Makli Police Stations and heart patient Palijo is kept in an isolated lockup where no one is allowed to meet him.

The march was to be started at 10.00 am but due to the sealing of bypass road by erecting barriers, the venue was changed and march was started from the bridge at 11-30 am. Suddenly dozens of police flocks and troops of rangers started baton-charge and started beating the peaceful marchers at four different places: Bypass road, Thatta Bridge, Bus stand and Makli. Journalists were also beaten and pushed back. Awami Tahreek yesterday announced that Mr. Rasul Bux Palijo, Jijee Zareena Baloch and other would participate in the long march and since the early morning Police and law enforcing agencies established hundreds if pickets and blockeds in the town but to the surprise of District Administration somehow AT leadership who has the experience of Organized struggle during Anti One Unit Movemet, MRD Movement and two previous long marchs (1991, 1995) managed to start their overwhelming journey from Thatta-Sujawal road. The heavy police force patrolling in trucks asked them to disperse, but the peaceful crowd refused and continued chanting slogans against the government and water shortage on which police first baton-charged the activists and then fired tear-gas shells to disperse them. The angry crowd retaliated with slogans and sit-ins. Policemen fired a number of teargas shells and also baton-charged the crowd, trying to disperse them. Heart Patient Palijo (who was released from prison on 27th March and had gone under an Angio-Plasty few months ago) had turned down the advice of his party leaders to get some rest yesterday and was heroically leading the protest march against the acute water shortage and anti Sindh district govt plan today. Sindhiani Tahreek (Sindhi Women's Movement) has immediately organized a Sit-In before the Thatta Police Station and at the moment hundreds of rural Sindhi women are protesting in front of Thanna where several marchers and injured women are still imprisoned.

The Central Committee of Awami Tahreek has termed the police act of baton-charge, tear-gassing and arrests as barbarism and violation of human rights, as people of Sindh province had every right to protest over "anti-Sindh plans and conspiracies." It has said such tyrannies could not compel the people of Sindh to give up their protest campaign because water is a matter of life and death for them. Awami Tahreek, Sindhiani Tahreek and Sindh Democratic Party have called upon all the patriotic forces, Overseas Organizations, International Conscience, Human Rights Organizations, Political Parties, Common Wealth Leaders, UN bodies, International Media and Oppressed people of Sindh, and Pakistan to protest against the brutal and savage action of Pakistani govt and violence used against women and elderly politicians including Mr. Rasul Bux Palijo.

For the last several weeks Discharge in Indus has been stopped by the Federal Government and there is no water for irrigation in Sindh (Province of Pakistan) and agriculture, biodiversity, aquatic life, mangrove and other forests, Indus Dolphins, fishermen, lower Indus ecology and livelihood of millions of downtrodden people have been destroyed due to the water-stealing by the ruling Punjab Province of Pakistan. This is an unprecedented situation in the history of the Indus river where for centuries the river was used as a natural source for economic, social and agriculture needs. This protest Long March started its journey from Bhit Shah a town of Sindh on 20th March and was heading towards Karachi a metropolitan of Pakistan. Sindhi Intellectuals, Writers, HR groups and Women activists have appealed all the civil society and human rights activists to forward this mail to different lists, human rights groups, governments and UN bodies for early protest and action. UPDATE - March 28, 2001

District and Sessions Judge Hyderabad has released Rasul Bux Palijo of Awami Tahreek, Dr. Dodo Maheri of SNP, Abrar Kazi of SDP, Shah Nawaz Junejo of PPP, Hider Mallah of STP and others on bail of Rs 50000/= each, on bail application filed by Ayaz Latif Palijo Advocate.

While arguing the bail application Ayaz Palijo contended that:

  • Water is the basic need of life and it is the constitutional duty of the Govt to take care of the economic, agricultural and daily life requirements of the common and downtrodden people.
  • The Government, police and the local administration are on inimical terms with the accused and other peaceful peasants / farmers and they have filed these false cases in order to harass the accused and to humiliate and borrow-beat their relatives and Sindhi comrades so that they may stop rising their voice against oppression and pre planned acute shortage of water in Sindh.
  • Section 188 PPC has been imposed by the Deputy Commissioner Hyderabad and as per section 195 & 4-h of the Criminal Procedure Code only Deputy Commissioner (DM) himself or Magistrate authorized by him is capable of becoming the Complainant in the FIR. In all these three different FIRs the local police officers are the complainants hence all the cases are in violation of law and Cr.P.C.
  • The maximum punishment for section 188 PPC in case of risk of obstruction, annoyance or injury is one month and in case of threat to human life is 6 months.
  • Instead of an authorized Magistrate the complainant in this case are police officers who were interested, the marchers were peacefully demanding for their basic rights and the false story of police has not been supported by any independent witness. Hence the investigation in this case is malafide, bogus and in violation of the law and the constitution.
  • The case does not fall under the prohibitory clause of Cr.P.C 497 and under the normal practice of the Superior Courts bail is the rule and refusal of bail is an exception in such cases.
  • There are material contradictions in the version of the complainant SHOs and the newspaper coverage of 21-03-2001 and 22-03-2001 and the version of the media which is far more plausible has to be considered for application of the judicial mind.
  • The independent witnesses were available at the time and place of incident (Long March) but were not cited and no independent mashir was called for witnessing the incident.

After hearing these arguments all the participants of the long March were granted bail by the Learned Sessions Judge Hyderabad. Yousif Leghari Advocate appeared on behalf of two Leaders Abrar Kazi of SDP and Haider Mallah of STP, where as Ayaz Latif Palijo Advocate appeared on behalf of all the remaining prisoners including Rasul Bux Palijo of AT, Dodo Maheri of SNP, Shah Nawaz Junejo of PPP and other Awami Tahreek workers (confined in Central Jail Hyderabad) and Sindhiani Tahreek leaders (Confined in Karachi Jail). Thereafter following the release orders the Jail Administration released all the above-mentioned prisoners. While addressing the newsmen at the door of Central Jail Mr. Palijo, Dr. Maheri, Mr. Abrar and other Awami Tahreek leaders declared that the struggle for water would continue and Long March would reach its final destination.

After the release on bail Mr. Shah Nawaz Junejo was arrested by the Sanghar Police in a FIR registered last year. Besides more than 60 workers of Awami Tahreek are still confined in Nara Jail Hyderabad.

The prisoners were received and welcomed at the Jail Gate by Ayaz Latif Palijo Advocate, Dr. Aziz Talpur, Dr. Gulzar Jumani, Fayaz Naich, Rashid Daoodpoto, Chacha Muhamamd Ali Leghari, Dr. Nazir Shaikh, Dilsahd Bhutto, Qadir Ranto, Haee Bhutto and hundreds of others with ovation and emotional slogans.
