While considering the proposal for constructing a high storage dam like Kalabagh Dam, the first thing to do is to ascertain reliable availability of water for storage after accounting for all existing uses and commitments. In this context it is necessary to know the sources of water availability, the quantity of water available, the requirements of existing projects and the commitments already made. It is also important to have a clear picture about the reliability of the available surplus water.
